Case study — technical proposal design

A tender-ready technical proposal for a hospital ambulance contract

A 15-slide technical proposal for One Health LLC, a PureHealth asset, submitted to MOPA Hospitals for an ambulatory services contract. Covering company credentials, vehicle and equipment specifications, a 60-day mobilization plan, and a full risk and backup coverage plan, built to read as a serious tender response.

The brief:

One Health LLC was bidding for an ambulatory services contract with MOPA Hospitals and needed a technical proposal evaluators could trust, not just read. That meant a full equipment and vehicle schedule down to item and quantity, a dated mobilization plan, and evidence that every risk, from vehicle delays to driver fatigue, already had a mitigation in place.

The source material was dense: an eighteen-line equipment table, a six-point risk register, a 60-day mobilization schedule, and a backup ambulance plan tied to specific hospital locations across the UAE. The job was to design all of it so a tender committee could scan the proposal’s credibility in minutes.

Process:

Designed for evaluators, not prospects

Built one system for a tender document rather than a sales deck, numbered icon badges, a dark navy grid, and diagonal photo cutouts held consistent across all fifteen slides.

Made the equipment list scannable

Turned an eighteen-line equipment list into one item, description, and quantity table, with the brand flexibility notice set apart so evaluators read it as a real commitment, not fine print.

Put the timeline and risks side by side

Built the mobilization plan and the risk register as parallel visual structures, so a 60-day schedule and six named risks with mitigations can both be scanned in seconds.

Mapped the backup plan to real places

Plotted the ambulance replacement plan onto an actual UAE outline, so backup coverage at Fujairah, SKSH, Ajman, and Umm Al Quwain reads as a real deployment, not a bullet list.

Bidding on a contract that needs to look as solid as it is?

I design technical proposals, tender responses, and compliance decks for healthcare and services companies that need evaluators to trust the document on the first read.
